povo2.0 for Foreign Residents in Japan: eSIM, ID & Toppings

povo2.0 for Foreign Residents in Japan: eSIM, ID & Toppings au

Advertising disclosure: This page includes one advertising link to an alternative plan. Compensation does not affect our conclusions about povo2.0.

Yes. Foreign residents in Japan can apply for povo2.0 when they meet the identity, device and payment conditions. For Calls + Data, a residence card can be used, but povo requires at least 90 days remaining and current card information. Data Only needs no identity document, but it is eSIM-only, has no normal calls, SMS or MNP, and requires another Japanese voice/SMS line. Both plans start at ¥0, while 0GB is limited to a maximum of 128kbps. Estimate your toppings and understand the 180-day inactivity rule before applying.

Official information last checked: July 21, 2026. Next required check: August 1, 2026, after the announced July 31 topping changes.

Scope: This guide covers the regular povo2.0 service for residents and long-term users in Japan. It does not cover the separate Japan SIM product for short-term visitors.

Can foreign residents apply for povo2.0?

Foreign nationality alone does not prevent an application. The important questions are whether you can complete the required online procedure and whether you choose the correct base plan.

The table can be scrolled horizontally on a small screen.

QuestionShort answer
Can a foreign resident apply?Yes, when the applicable identity, device, payment and contract conditions are met. Approval is not guaranteed.
Can I use a residence card?Yes for Calls + Data, with at least 90 days remaining and current card information.
Do I need a Japanese credit card? Not necessarily. povo2.0 also supports Paidy, subject to its own registration and approval.
Can I get eSIM?Yes. Calls + Data supports eSIM or physical SIM; Data Only is eSIM-only.
Can I keep my number?Yes with Calls + Data when MNP conditions are met. Data Only does not support MNP.

povo2.0 is a good candidate when

  • You can complete an online application and manage the line in an app.
  • Your data use changes from month to month.
  • You want a backup, secondary or dual-SIM line.
  • You can track topping expiry dates and inactivity reminders.
  • You want to pay by credit card or Paidy.

Consider another plan when

  • You need face-to-face store support.
  • You want one predictable monthly allowance and bill.
  • You cannot complete the current IC-based identity verification.
  • Your residence card has less than 90 days remaining.
  • You are a short-term visitor looking only for travel data.
  • Your phone is not compatible or SIM-unlocked.

Calls + Data vs Data Only

Select the base plan carefully. A Data Only line cannot later be converted into Calls + Data, and a Calls + Data line cannot be converted into Data Only. You must submit a new application for the other type.

The table can be scrolled horizontally on a small screen.

Choose Calls + Data when you need a Japanese phone number

Calls + Data is normally the correct choice when you need ordinary calls, SMS verification, emergency calling or MNP (Mobile Number Portability), the process used to keep your Japanese number when switching carriers. Without a call topping, eligible domestic calls cost ¥22 per 30 seconds. Standard domestic SMS starts at ¥3.3 to send, while receiving SMS is free.

Choose Data Only only when another line already covers calls and SMS

Data Only is useful for a tablet, a dual-SIM phone or a temporary secondary data line. It is not a replacement for a normal Japanese voice line. It cannot make normal calls, send or receive SMS, accept an MNP transfer or use international roaming. You also need another line that can receive SMS and make voice calls during the application.

Dual-SIM safety check: Keep a voice-capable SIM active and confirm your device settings. povo warns that emergency calls may not work correctly in some dual-SIM configurations when the voice line is disabled.

Do not choose Data Only for bank, delivery or account SMS verification. The line does not support normal SMS.

How the ¥0 base fee and 0GB speed work

The ¥0 base fee does not include a normal high-speed monthly allowance. When your available data is 0GB, the official maximum sending and receiving speed is 128kbps. Actual performance varies by device, location and network conditions, so 128kbps should not be treated as a guaranteed usable speed for maps, video calls, streaming or app downloads.

High-speed data, unlimited-use periods and call options are purchased as “toppings.” Each topping has its own allowance, price and validity period.

The useful question is not “Is povo2.0 free?”

Estimate which toppings you will buy, how often you will buy them, whether you can use the data before expiry and whether the upfront cost is acceptable.

Current toppings and realistic costs

povo sells regular one-time toppings, subscription toppings and limited-time products. The table below focuses on products confirmed through official povo pages on July 21, 2026. Prices include tax. Check the app immediately before purchase because the lineup can change.

Scheduled lineup change: povo has announced that the 60GB / 90-day, 150GB / 180-day and 300GB / 90-day toppings will stop being sold at 11:59 p.m. on July 31, 2026. They are not used as the main long-term examples in this article.

Realistic cost scenarios

The following calculations are editorial examples, not discounts or monthly-payment promises. A 365-day topping is paid upfront. A 30-day topping purchased 12 times covers 360 days, not a full 365-day calendar year.

The table can be scrolled horizontally on a small screen.

  • Monthly equivalents are comparison calculations, not monthly billing.
  • Unused data is generally not refunded when a topping expires or the line is cancelled.
  • Large annual toppings reduce the monthly equivalent only when you use the allowance efficiently.
  • Limited-time products may appear in the app, but they can disappear quickly and are not treated as permanent recommendations here.

Eligible unlimited domestic calls¥1,650 per monthExcluded numbers and services still apply

Buying another topping does not extend the current expiry date

Each topping keeps its own validity period. If several data toppings are active, the data with the earliest expiry is generally consumed first. Buying early can create overlapping validity periods, so check both the remaining balance and exact expiry date before purchasing again.

Identity documents and residence-card rules

Current IC-based verification for Calls + Data

Calls + Data requires online identity verification using one of the following documents:

  • My Number Card
  • Japanese driver’s licence
  • Residence card

Since March 25, 2026, the former document-photo and face-photo comparison method has been discontinued. The current process uses either JPKI with a My Number Card or IC-chip reading plus facial recognition. The official notice requires povo2.0 app version 1.59.0 or later.

Residence-card checks

CheckRequirementWhat to do if it fails
Remaining period of stayAt least 90 daysWait for renewal or use another eligible document when permitted

Facial recognitionThe applicant must match the document holderRetake in a well-lit place without face coverings

Approval is not guaranteed. The official pages confirm accepted documents and procedures, but they do not guarantee that every application will be accepted.

Why Data Only is different

Data Only does not require an identity document, but it requires an eSIM-compatible device, another Japanese line capable of receiving SMS and making voice calls, an email address, a payment method, Wi-Fi and an eligible initial topping. It should not be selected simply to avoid identity verification when you actually need a normal voice or SMS line.

Credit card and Paidy payment

povo2.0 accepts credit cards and Postpay (Paidy). Paidy can be registered with an email address and a mobile number capable of receiving SMS.

Payment routeAdvantageCost or limitation
Credit cardDirect payment in the povo2.0 appCard acceptance and authorization are not guaranteed
Paidy direct debitNo credit card requiredNo handling fee, but Paidy registration is required
Paidy bank transferNo credit card requiredTransfer fees depend on the bank
Paidy convenience-store paymentNo bank debit setup requiredHandling fee can be up to ¥390

Eligible Paidy users may be able to change qualifying purchases to 3, 6 or 12 instalments after Paidy identity verification. Only direct debit and bank transfer are described as free of instalment fees. Paidy approval and purchase authorization are separate decisions and are not guaranteed by povo2.0.

eSIM, physical SIM and device compatibility

Calls + Data supports a physical SIM or eSIM. Data Only supports eSIM only. Before applying, check all of the following:

  1. The model appears on povo2.0’s compatible-device information or supports the required au network functions.
  2. The device is SIM-free or SIM-unlocked.
  3. The device supports eSIM if you select eSIM.
  4. The operating system supports the current povo2.0 app.
  5. You have Wi-Fi for eSIM installation and setup.
  6. You can display a QR code on another device if required.
  7. An imported device supports the necessary frequency bands, VoLTE and Japanese technical-conformity requirements.

Do not select eSIM only because it can be issued online. If the device is incompatible, you may finish the application but still be unable to connect.

Possible reissue costs

The official important-information page lists a ¥3,850 fee for physical SIM reissue, including a change from eSIM to physical SIM. It lists ¥440 for eSIM reissue or a change to eSIM, while noting that the eSIM fee is currently waived. Check the current fee before changing SIM format.

How to apply and activate povo2.0

Calls + Data application flow

  1. Prepare a non-carrier email address, eligible ID, payment method and compatible device.
  2. Choose a new number or MNP transfer.
  3. Select Calls + Data and either a physical SIM or eSIM.
  4. Enter customer and payment information.
  5. Complete IC-based identity verification.
  6. Wait for the completion email.
  7. Activate the SIM or issue the eSIM.
  8. Configure mobile data if required.
  9. Test calls and mobile data.
  10. Purchase a topping that matches your expected use.

povo says carrier-issued email addresses cannot be registered. If you apply after 9 p.m., identity verification may be processed sequentially from 9 a.m. the following morning. Processing time can vary.

Data Only application flow

  1. Select an eligible initial topping.
  2. Confirm the important terms.
  3. Register an email address and another Japanese contact line.
  4. Enter customer and payment information.
  5. Pay for the initial topping.
  6. Issue and install the eSIM.
  7. Configure mobile data if required.

Activation and APN settings

Some devices configure mobile data automatically. When manual Android APN settings are required, the official values are:

SettingValue
Namepovo2.0
APNpovo.jp
APN protocolIPv4/IPv6

After activation, Calls + Data users can call the toll-free test number 111 in Japan and then switch off Wi-Fi to test mobile data. The test number cannot be used outside Japan and is not required for iPad.

MNP and phone-number considerations

Calls + Data supports MNP One Stop for participating carriers and the traditional MNP reservation-number route when required. Data Only does not support MNP.

  • Make sure the contract name and date of birth match.
  • Keep the existing line active until the switch is completed.
  • Check the validity of any MNP reservation number.
  • Remember that carrier email and carrier-specific discounts may end.
  • Maintain access to authentication messages during the switch.
  • Complete activation within the applicable time window.

The 180-day inactivity rule

The inactivity period is not counted from the original contract date in every case. When you have bought several paid toppings, the official FAQ states that the count starts on the day after the topping with the latest expiry date expires.

If no qualifying paid topping is purchased during the following 180 days, the service may be suspended sequentially. If no qualifying purchase is made within 30 days after suspension, the contract may be terminated. Advance notice is sent to the registered email address or phone number.

Do not assume every free benefit resets the inactivity period. Official conditions exclude certain toppings that become free through campaigns or refunds, while designated promo-code exceptions may exist. Check the exact terms of the benefit you received.

Service-maintenance checklist

  1. Open the povo2.0 app and check all active topping expiry dates.
  2. Identify the latest expiry date among qualifying paid toppings.
  3. Set reminders well before 180 days after that date.
  4. Use a 60-day and 30-day safety reminder rather than waiting for the final day.
  5. Purchase a normal paid topping or confirm that another transaction clearly qualifies.
  6. Verify the purchase and new expiry date in the app.
  7. Keep the registered email address and SMS line accessible.
  8. Act immediately if you receive a suspension warning.
  9. Save the purchase confirmation for your records.
  10. Recheck the official rule whenever povo changes its service conditions.

The 60-day and 30-day reminders are editorial safety buffers, not official povo deadlines.

English support and online-only limitations

povo provides English web pages, English FAQs and an email inquiry route. Application, activation, topping purchases and account procedures are primarily completed online or in the app. Do not assume that face-to-face store support or an English-speaking live agent will always be available.

Advantages, disadvantages and alternatives

Advantages

  • ¥0 base fee before paid use
  • Flexible one-time and subscription toppings

  • MNP support for Calls + Data
  • Credit card or Paidy payment
  • Large annual allowances with lower monthly equivalents
  • Suitable as a backup or dual-SIM line
  • Official English information is available

Disadvantages

  • 0GB is limited to a maximum of 128kbps
  • Expiry dates and purchases require active management
  • Unused data can expire without a refund
  • Annual options require a large upfront payment
  • Data Only cannot make calls, receive SMS or use MNP
  • The base-plan type cannot be changed later
  • Support is primarily online
  • Residence-card verification has strict conditions
  • Device compatibility must be checked before selecting eSIM

Prefer monthly billing instead of topping management?

A conventional monthly plan may be easier when you want the same billing structure each month or do not want to track topping expiry dates. Rakuten Mobile is one alternative to compare, especially when your data use can become high. Check its current price, coverage, language support, application conditions and device compatibility before switching.
